Fred has fallen over and Harry doesn’t actually know whether it is Fred’s fault or not.
If he just walks past, as in the first picture, he is not offering to help a friend in need.
This reminds me of the story of the good Samaritan. Jesus told the parable of the man who fell by the roadside, and a levite and a priest just walked on by ( probably thinking they were really good people) but the Samaritan, a stranger, stopped and helped him.

If Harry blames Fred, he is not only not being very nice, but he is assuming that it is Fred’s fault when he doesn’t actually know that.
Job’s friends did this when he was having a bad time.. They told him it was all his own fault when actually it wasn’t. That’s why they were called ‘miserable comforters’ ( Job 16.1)
So, Harry decides to stop and help.
